Job Description
Take a senior leadership role on a major infrastructure program, providing independent oversight and assurance across some of the project's most critical delivery stages.
As the Independent Certifier Representative (ICR), you'll act as the authorised representative of the Independent Certifier, providing independent verification and certification that project works meet contractual, statutory and technical requirements across design, construction and completion.
This is a highly influential position, with ownership of the design and construction certification processes and accountability for the performance and professional standards of the Independent Certifier team. You'll work directly with the Principal and Contractor, providing trusted technical leadership, independent judgement and assurance throughout the project lifecycle.
Key responsibilities:
- Act as the authorised contractual representative of the Independent Certifier, serving as a key interface with the Principal and Contractor.
- Lead and own the design and construction certification processes, ensuring robust, timely and defensible certification outcomes.
- Establish, implement and maintain the Verification & Monitoring Plan, ensuring requirements are consistently applied throughout delivery.
- Lead, direct and be accountable for the performance and outputs of the multidisciplinary Independent Certifier team.
- Oversee surveillance, audits, inspections and verification activities across design, construction and completion phases.
- Provide senior technical judgement and independent assurance on complex project matters.
- Maintain the highest standards of independence, probity, integrity and professional judgement.
- Build strong working relationships across the project while maintaining the independence required of the certification function.
Qualifications
We're looking for a highly experienced civil infrastructure professional who can operate confidently at a senior level and provide authoritative, independent technical oversight.
You'll bring:
- 20+ years' experience delivering or overseeing major civil infrastructure projects.
- A Bachelor's degree in Civil Engineering.
- CPEng or equivalent professional accreditation is desirable.
- Strong experience across civil design and construction delivery.
- Demonstrated experience in independent certification, verification, assurance or similar technical governance roles.
- Experience working within government, Principal-led or major infrastructure contract environments.
- Proven ability to lead, influence and be accountable for multidisciplinary technical teams.
- Strong communication, stakeholder management and professional judgement, with the confidence to make independent decisions on complex technical matters.

The Role

What We're Looking For Key Result Areas
- Ensure delivery of high-quality, person-centred care aligned with Support at Home and VHC program requirements
- Maintain accurate, up-to-date client documentation (care plans, reviews, progress notes)
- Lead, coach, and support SAH Care Partners and Veterans Home Care Coordinator
- Oversee intake processes for Support at Home, and VHC clients
- Monitor timeliness of onboarding, assessments, and care plan development
- Ensure accurate data entry and client profile creation in the client management system

Qualifications
- Tertiary qualification in Social Work, Nursing, Aged Care, Disability, Allied Health, Business Management, or a related field. Current registrations as required i.e. AHPRA Registration.

Experience
- Demonstrated leadership experience in aged care, community services, or a related human services field.

Responsibilities:
- Deliver structured, time-limited health coaching by video and telephone across our mental health and chronic disease programs
- Complete baseline and completion clinical assessments, screen for risk, and elevate confidently when a participant needs more
- Work with people managing depression, anxiety, cardiac and metabolic conditions, persistent pain, and the psychological weight of long-term illness
- Write end-of-program reports for referrers and treating teams that are clear and useful

The Department of Emergency MedicineThe Emergency department has 2 resus bays, 16 acute beds, a rapid access and fast track area and a new 5-bed ED short stay unit due for completion in late 2025. A high-end CT scanner has been installed adjacent to the resuscitation bays with a co-located radiology department.
Our department is a receiving centre for major burns, a primary PTCA centre for STEMI and is an acute stroke service referral centre. Our patient population is a cohort with complex medical conditions and high acuity presentations and a small proportion of paediatric attendances.
Concord ED is a major referral site and is accredited for 24 months of advanced ED training with Australasian College of Emergency Medicine (ACEM). Supports Takeda study teams as part of their day to day responsibilities and may act as an SSE-Study Lead (SSE-SL).
Accountabilities- Study Specific Engagement Activities Early engagement - Country and Site Feasibility
- Supports the Study Site Engagement Lead (SSEL)/ SSE Program Lead (SSE-PL)/SSE Study Lead (SSE-SL) with the development of study site list for feasibility - site selection and aids in tracking feasibility progress and escalations for SSEL/LOC support.
- Reports any discrepancy on feasibility progress to SSE-PL/SSE-SL
- Liaises with SSE-PL/SSE-SL, MA, local Clinical Operations team (if available) and CRO staff for site identification and feasibility support in alignment with global study team.
- Attends Pre-Study Visit (PSV) as requested or agreed upon with the SSE-SL.
- Helps to follow up with country MA, local Clinical Operations team and keep track country and site selection activities.
Supports the SSE-PL/SSE-SL in tracking start up hurdles escalated to the team and their resolution to ensure Site Initiation Visits (SIVs) and site activations are achieved as planned. Attends and/or supports SIVs. Helps SSE-PL/SSE-SL in tracking resolution of any follow up item needed post SIV until resolved by site and or CRO/Takeda study team. As invited, attends Investigator Meetings (in the region) and liaises with sites / CRO.
Enrollment and Study Conduct PhaseSupports recruitment strategy and activities when targets are not met (e.g. utilization of Patient Recruitment & Retention materials, booster visits, phone contacts). Interacts closely with local CRO team throughout the lifecycle of the study. Helps coordinate and/or attends the SSE booster visit requested by SSE-PL/SSE-SL. Regularly interacts with priority sites in assigned trials. Helps to maintain study specific trackers (booster visits) as needed or requested.

- Experience may also include roles such as Study Coordinator or Study Nurse, where close collaboration with Clinical Research Associates was involved.
- While experience in a Lead CRA or managerial role is preferred, it is not mandatory. The total cumulative work experience of the candidate may also be taken into consideration.
- Experience in Oncology clinical trials is preferred.
